إعادة بناء حواجز السلامة الكهربائية في المنشآت الصناعية الصغيرة والمتوسطة الإندونيسية باستخدام تحليل العمليات النظمي النظري (STPA)

تُقدّر منظمة العمل الدولية أن الأمراض والإصابات المرتبطة بالعمل تؤدي إلى ما يقارب 2.93 مليون حالة وفاة و395 مليون إصابة غير مميتة.
ولا تفصل هذه الأرقام الحوادث الكهربائية في إندونيسيا بشكل خاص، إلا أنها تؤكد أهمية أنظمة السلامة والصحة المهنية القائمة على الوقاية، وخاصة في المنشآت الصغيرة والمتوسطة، حيث قد تكون الخبرات المتخصصة، والإشراف الرسمي، والتوثيق، وموارد الصيانة محدودة.
تُعد الكهرباء عنصرًا أساسيًا في العمليات التصنيعية، إلا أن العاملين والمنشآت قد يتعرضون لمخاطر مثل الصدمات الكهربائية، والحروق، والإصابات الناتجة عن القوس الكهربائي، والحرائق، وتلف المعدات، وانقطاع الإنتاج عندما تكون حالة التركيبات الكهربائية أو سلامتها غير كافية، أو عندما تكون أنظمة الحماية والصيانة وضوابط العمل ضعيفة. وقد أكدت الجهات الرسمية الإندونيسية أهمية الوقاية من الحرائق الكهربائية، واستخدام أنظمة الحماية من التيار المتبقي Residual) (Current Protection، والالتزام بالمتطلبات التنظيمية المعمول بها في أماكن العمل .
تقدم هذه الدراسة إعادة بناء لحالة باستخدام تحليل العمليات النظمي النظري STPA بالاعتماد على بيانات ثانوية ومنهج قائم على النظرية. وقد تم نقل القيم العددية من الرسالة المصدرية دون إعادة تقديرها بشكل مستقل في هذه الدراسة الحالية. ولا تهدف عملية إعادة البناء إلى اختبار فعالية القيود المقترحة، أو تقدير احتمالات وقوع الحوادث، أو إثبات العلاقات السببية على مستوى الأحداث الفردية.
يتمثل الهدف الأساسي في تنظيم الأدلة المتعلقة بحواجز السلامة ضمن هيكل تحكم شفاف، وتحديد المقترحات ومتطلبات التحقق الميداني المستقبلية. وقد حددت عملية إعادة البناء ستة مخاطر، وعشرة قيود سلامة عالية المستوى، واثني عشر إجراءً غير آمن للتحكم، وست عائلات من السيناريوهات السببية. وتمثل هذه المخرجات نماذج تحليلية مقترحة للتحقق الميداني وليست نتائج سببية مثبتة تجريبيًا.
