Administrative Challenges and Their Impact on the Quality of Health Services in the Libyan Health System (An Analysis of Policy Realities and Required Reforms)

High-quality healthcare services are a fundamental requirement for achieving economic and social development in contemporary societies. Access to such services depends largely on the availability of economic resources, foremost among them the human element. Given the inherent scarcity of resources, effective and precise management—guided by well-formulated policies—is essential to ensure that administrative processes achieve maximum productivity at minimal cost.

This study aims to examine the impact of administrative policies on the quality of healthcare services provided within the Libyan health system. Adopting a descriptive-analytical approach, the research offers a detailed account of the phenomenon under investigation and applies rigorous statistical methods. Data were collected through two separate questionnaires: one directed to healthcare service providers (381 forms) and another to healthcare service recipients (359 forms), both of which were suitable for statistical analysis.

The Statistical Package for the Social Sciences (SPSS) was employed to analyze the data and test the research hypotheses. The findings reveal that administrative policies exert a significant and direct influence on the quality of healthcare services, representing the most critical determinant of service quality in the examined context.
